When %SCX_PICK_IDLE_IN_NODE is specified, scx_bpf_pick_any_cpu_node()
should always return a CPU from the specified node, regardless of its
idle state.
Also clarify this logic in the function documentation.

There are various text files in the Documentation/ subdirectory,
several of them using the reStructuredText markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
