We broke the build when CONFIG_MEMORY_HOTREMOVE=n:
arch/powerpc/platforms/pseries/hotplug-memory.c:821:8: error: implicit
declaration of function 'dlpar_memory_readd_by_index'
Add a dummy to fix it.
