IPS is a pretty well isolated feature. Move the relevant code to a separate file from polluting intel_display.c. I stuck to the hsw_ips name since that's what the function were already using, and also to avoid confusion with the ILK "Intelligen Power Sharing"/intel_ips GPU turbo stuff. And let's also do the s/dev_priv/i915/ rename while touching most of the code. In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
