Split the initialization code of vchiq char driver and device files from that of vchiq platform. The char driver code now resides in vchiq_dev.c and the platform code resides in the original vchiq_arm.c file. This commit focuses on separating the code into different files while maintaining the same functionality. It does not completely decouple them as the cdev init code is still called from the platform's vchiq_probe() function. In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
