Jayachandran C dccc9da22d arm64: Improve parking of stopped CPUs
The current code puts the stopped cpus in an 'yield' instruction loop.
Using a busy loop here is unnecessary, we can use the cpu_park_loop()
function here to do a wfi/wfe.

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
