Pull rockchip clk driver updates from Heiko Stuebner:

One new clock controller for the rk3128 soc, a fixup for the rk3228 cpuclk
table and the usual bunch of some new clock-ids and some clocks marked as
critical.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.
