Ville Syrjälä c91a45f421 drm/i915: Move w/a 0477/WaDisableIPC:skl into intel_init_ipc()
Move the w/a to disable IPC on SKL closer to the actual code
that implements IPS. Otherwise I just end up confused as to
what is excluding SKL from considerations.

IMO this makes more sense anyway since the hw does have the
feature, we're just not supposed to use it.

And this also makes us actually disable IPC in case eg. the
BIOS enabled it when it shouldn't have.

be rendered in a number of formats, like HTML and PDF. Please read
Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

    https://www.kernel.org/doc/html/latest/

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
