Just in case the caller passes in 0 for both slow&fast timeouts, make
sure we initialise the stack value returned. Add an assert so that we
don't make the mistake of passing 0 timeouts for the wait.

several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
