__read_sysreg_by_encoding() is used by a bunch of cpufeature helpers, which should take the feature override into account. Let's do that. For a good measure (and because we are likely to need to further down the line), make this helper available to the rest of the non-modular kernel. Code that needs to know the *real* features of a CPU can still use read_sysreg_s(), and find the bare, ugly truth. Documentation/admin-guide/README.rst first.
In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
