Intel Xeon servers used to use a fixed energy resolution (15.3uj) for
Dram RAPL domain. But on SPR, Dram RAPL domain follows the standard
energy resolution as described in MSR_RAPL_POWER_UNIT.
Remove the SPR rapl_dram_energy_units quirk.

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
