When we stop a not-yet-started scan, we erroneously call into the driver, causing a sequence of sw_scan_start() followed by sw_scan_complete() twice. This will cause a warning in hwsim with next in line commit that validates the address passed to wmediumd/virtio. Fix this by doing the calls only if we were actually scanning. ``make pdfdocs``. The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
