Petr Machata 976d248bd3 selftests: net: lib: Add a couple autodefer helpers
Alongside the helper ip_link_set_up(), one to set the link down will be
useful as well. Add a helper to determine the link state as well,
ip_link_is_up(), and use it to short-circuit any changes if the state is
already the desired one.

Furthermore, add a helper bridge_vlan_add().

Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

    https://www.kernel.org/doc/html/latest/

There are various text files in the Documentation/ subdirectory,
several of them using the reStructuredText markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
