Fix two bugs in ieee80211_get_vht_max_nss():
* the spec says we should round down
(reported by Nissim)
* there's a double condition, the first one is wrong,
supp_width == 0 / ext_nss_bw == 2 is valid in 80+80
(found by smatch)

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
