Eric Dumazet 7e4975f7e7 neighbour: fix neigh_dump_info() return value
Change neigh_dump_table() and pneigh_dump_table()
to either return 0 or -EMSGSIZE if not enough
space was available in the skb.

Then neigh_dump_info() can do the same.

This allows NLMSG_DONE to be appended to the current
skb at the end of a dump, saving a couple of recvmsg()
system calls.

Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the reStructuredText markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
