Jason Gunthorpe 7967656ffb coding-style: Clarify the expectations around bool
There has been some confusion since checkpatch started warning about bool
use in structures, and people have been avoiding using it.

Many people feel there is still a legitimate place for bool in structures,
so provide some guidance on bool usage derived from the entire thread that
spawned the checkpatch warning.

Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
