The commit "stmmac: intel: Adding ref clock 1us tic for LPI cntr"
introduced a regression which leads to the kernel panic duing loading
of the dwmac_intel module.
Move the code block after pci resources is obtained.

several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
