The debugfs `update_policy` file is created before
amd_pmf_start_policy_engine() has completed, and thus there could be
a possible (albeit unlikely) race between sideloading a policy and the
BIOS policy getting setup.
Move the debugfs file creation after all BIOS policy is setup.

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
