Ming Lei 708e2371f7 scsi: sr: Reinstate rotational media flag
Reinstate the rotational media flag for the CD-ROM driver. The flag has
been cleared since commit bd4a633b6f ("block: move the nonrot flag to
queue_limits") and this breaks some applications.

Move queue limit configuration from get_sectorsize() to
sr_revalidate_disk() and set the rotational flag.

Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

    https://www.kernel.org/doc/html/latest/

There are various text files in the Documentation/ subdirectory,
several of them using the reStructuredText markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
