Since its introduction in 2017 mdio_board_info has had only two users:
- dsa_loop (still existing)
- arm orion, added in 2017 and removed with fd68572b57 ("ARM: orion5x:
  remove dsa_chip_data references")

So let's remove usage of mdio_board_info from dsa_loop, then support
for mdio_board_info can be dropped from phylib.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the reStructuredText markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
