Building with clang W=2 has several similar warnings

There is no global definition of hdev, so the extern is not needed.

Change to an forward decl to resolve these issues

several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
