Enable rate limiting TX DMA queues for CPSW interface by configuring the
rate in absolute Mb/s units per TX queue.
Example:
ethtool -L eth0 tx 4
echo 100 > /sys/class/net/eth0/queues/tx-0/tx_maxrate
echo 200 > /sys/class/net/eth0/queues/tx-1/tx_maxrate
echo 50 > /sys/class/net/eth0/queues/tx-2/tx_maxrate
echo 30 > /sys/class/net/eth0/queues/tx-3/tx_maxrate
# disable
echo 0 > /sys/class/net/eth0/queues/tx-0/tx_maxrate

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
