The change to skip the PCH reference initialization during fastboot did end up breaking FDI. To fix that let's try to do the PCH reference init whenever we're disabling a DPLL that was using said reference previously. There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
