Without the IFF_LIVE_ADDR_CHANGE flag being set, the network code disallows changing the mac address while the interface is UP. Consequences are, for instance, that the interface can't be used in a failover bond. Add the missing flag to net_device priv_flags. There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
