Add missing error code when mlx5e_macsec_fs_add_rule() or
mlx5e_macsec_fs_init() fails. mlx5e_macsec_fs_init() don't
return ERR_PTR(), so replace IS_ERR_OR_NULL() check with
NULL pointer check.

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
