After commitf79473ed92("pm: cpupower: Makefile: Allow overriding cross-compiling env params") we would fail to cross compile cpupower in buildroot which uses the recipe at [1] where only the CROSS variable is being set. The issue here is the use of the lazy evaluation for all variables: CC, LD, AR, STRIP, RANLIB, rather than just CROSS. There are various text files in the Documentation/ subdirectory,
several of them using the reStructuredText markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
