If phydev->mii_ts is set by the PHY driver, it will always be
overwritten in of_mdiobus_register_phy(). Fix it. Also make sure, that
the unregister() doesn't do anything if the mii_timestamper was provided by
the PHY driver.

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
