A lot of drivers only care about enabling the regulator for as long as the underlying Device is bound. This can be easily observed due to the extensive use of `devm_regulator_get_enable` and `devm_regulator_get_enable_optional` throughout the kernel. Therefore, make this helper available in Rust. Also add an example noting how it should be the default API unless the driver needs more fine-grained control over the regulator. In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the reStructuredText markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
