Replace strncpy with strlcpy to fix the following gcc warning.

The destination buffer size is IEEE_CRYPT_ALG_NAME_LEN and the length
of the string to copy is always < IEEE_CRYPT_ALG_NAME_LEN. So strlcpy
will never truncate the string.

several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
