Fix the following build error:

The arm64 implementation of hv_set_msi_entry_from_desc() is not used after
d06957d7a6 ("PCI: hv: Avoid the retarget interrupt hypercall in
irq_unmask() on ARM64"), so remove it.

``make pdfdocs``. The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
