Currently in otx2_open on failure of nix_lf_start
transmit queues are not stopped which are already
started in link_event. Since the tx queues are not
stopped network stack still try's to send the packets
leading to driver crash while access the device resources.

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
