Expose a couple of new SCMI clock operations to get and set OEM specific clock configurations when talking to an SCMI v3.2 compliant. Issuing such requests against an SCMI platform server not supporting v3.2 extension for OEM specific clock configurations will fail. There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
