While up-streaming the IPQ4019 driver it was thought that the controller had no Clause 45 support, but it actually does and its activated by writing a bit to the mode register. So lets add it as newer SoC-s use the same controller and Clause 45 compliant PHY-s. ``make pdfdocs``. The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
