drm/amd/display: Promote DC to 3.2.346

This version brings along following updates:

- Fix Xorg desktop unresponsive on Replay panel
- [FW Promotion] Release 0.1.23.0
- Avoid a NULL pointer dereference
- Attach privacy screen to DRM connector
- Setup Second Stutter Watermark Implementation
- Align LSDMA commands fields
- Delete unused functions
- Optimize amdgpu_dm_atomic_commit_tail()
- Add primary plane to commits for correct VRR handling
- Refactor DPP enum for backwards compatibility.
- Add LSDMA Linear Sub Window Copy support
