firmware: arm_scmi: Allow PINCTRL_REQUEST to return EOPNOTSUPP
The SCMI protocol specification says that the PINCTRL_REQUEST and PINCTRL_RELEASE commands are optional. So if the SCMI server returns -EOPNOTSUPP, then treat that as success and continue.
