MAINTAINERS: add include/dt-bindings/clock to COMMON CLK FRAMEWORK

are also the maintainers of the corresponding directory in
include/dt-bindings/clock.

Add the file entry for include/dt-bindings/clock to the appropriate
section in MAINTAINERS.
