ARM: shmobile: defconfig: Refresh for v5.13-rc1

Refresh the defconfig for Renesas ARM systems:
  - Drop CONFIG_RESET_CONTROLLER=y (auto-enabled since commit
    b4d86f37ea ("mmc: renesas_sdhi: do hard reset if possible")).
