rust: ptr: rename ProjectIndex::index to build_index

The corresponding `SliceIndex` trait in Rust uses `index` to mean the
panicking variant, which is also being added to `ProjectIndex`. Hence
rename our custom `build_error!` index variant to `build_index`.
