cpufreq/amd-pstate-ut: Allow lowest nonlinear and lowest to be the same
Several Ryzen AI processors support the exact same value for lowest nonlinear perf and lowest perf. Loosen up the unit tests to allow this scenario. Reviewed-by: Gautham R.
