wifi: iwlwifi: mvm: use OFDM rate if IEEE80211_TX_CTL_NO_CCK_RATE is set

IEEE80211_TX_CTL_NO_CCK_RATE indicates that CCK rates should not be
used, but is ignored by the driver. Fix it.
