Johannes Berg ff919efb5f wireless: wext: shorten struct iw_ioctl_description ...

There's no need for "future" extensions in an internal
struct, and we don't need a u32 for flags, use just a
u8. Also remove the unused IW_DESCR_FLAG_WAIT flag.
