Srinivasan Shanmugam fc936aa76e drm/amd/display: Add kdoc params/returns in dc/link detection helpers

The link detection helpers in dc/link/link_detection.c were missing
kdoc annotations for parameters and return values.

Fixes the below with gcc W=1:
...link_detection.c:872 parameter 'edid_header' not described
...link_detection.c:890 parameter 'link' not described
...link_detection.c:914 parameter 'link' not described
...link_detection.c:1355 parameter 'link' not described
...link_detection.c:1355 parameter 'type' not described
