Matt Roper e9bc4162bf drm/xe/guc_pc: Use scope-based cleanup ...

Use scope-based cleanup for forcewake and runtime PM in the GuC PC code.
This allows us to eliminate to goto-based cleanup and simplifies some
other functions.
