Paul E. McKenney e95f6ccdbc rcutorture: Fix jitter.sh spin time ...

An embarrassing syntax error in jitter.sh makes for fixed spin time.
This commit therefore makes it be variable, as intended, albeit with
very coarse-grained adjustment.
