Oded Gabbay e126600487 uapi/habanalabs: add some comments in habanalabs.h ...

This patch adds two comments in uapi/habanalabs.h:
- From which queue id the internal queues begin
- Invalid values that can be returned in the seq field from the CS IOCTL
