Lijo Lazar e0570f0b6e drm/amdgpu: Don't halt RLC on GFX suspend ...

On aldebaran, RLC also controls GFXCLK. Skip halting RLC during GFX IP suspend
and keep it running till PMFW disables all DPMs.
