Paul E. McKenney bfbd767d4d rcu: Consolidate rcu.h #ifdefs ...

The kernel/rcu/rcu.h file has a pair of consecutive #ifdefs on
CONFIG_TINY_RCU, so this commit consolidates them, thus saving a few
lines of code.
