[Why] Reduces file fragmentation in the power module by consolidating power_helpers.c . The helper file contained minimal functionality (single utility function and shared includes) that didn't warrant a separate compilation unit, leading to increased build complexity and maintenance overhead. [How] Consolidated power_helpers.c content into the internal module implementation. Moved macro outside platform-specific conditional block for wider availability.
