Kinsey Ho 745b13e647 mm/mglru: remove CONFIG_MEMCG ...

Remove CONFIG_MEMCG in a refactoring to improve code readability at
the cost of a few bytes in struct lru_gen_folio per node when
CONFIG_MEMCG=n.
