Zhao, Gang 73fb08e24a cfg80211: remove macro ASSERT_RDEV_LOCK(rdev) 
Macro ASSERT_RDEV_LOCK(rdev) is equal to ASSERT_RTNL(), so replace it
with ASSERT_RTNL() and remove it.
