Alexander Lobakin 7268f33e55 net: qede: convert to SPDX License Identifiers 
QLogic QED drivers source code is dual licensed under
GPL-2.0/BSD-3-Clause.
Remove all the boilerplates in the existing code and replace it with the
correct SPDX tag.
